commercial night driving simulator (NDS) system to evaluate the visual
performance of patients who have undergone Photo-Refractive
Keratectomy (PRK). The Navy intends to negotiate with Vision Sciences
Research Corporation as the only source on an other than full and open
competition. See Note 22. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation document;
proposals are being requested and a written solicitation will not be
issued. Responses must contain sufficient documentation to establish a
bonafide capability to fulfill the requirements. The request for
quotation number is N62645-99-R-0017. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-11. Vision Sciences Research Corporation, 130
Ryan Industrial Court, Suite #105, San Ramon, CA 94583 shall satisfy
this requirement by providing the following: One (1) Night Driving
Simulator (NDS) system suitable for the testing of Photo-Refractive
Keratectomy (PRK) patients. Results from this performance test will be
correlated with clinical measurements of visual quality (acuity,
contrast sensitivity, intraocular light scatter). The system must meet
FDA requirements for 90 degree field of view of the scene through a
windshield with road targets having at least a 20/30 (Snellen acuity)
target resolution under clear visibility conditions. The detection and
identification distances must be measured for road targets during
simulated travel at night time down a rural road and city street under
clear, fog, and glare conditions. These measurements must be
automatically logged by a computer hard disk (minimum 3.4GB size) using
a Microsoft database or spread sheet program for commonality. The
computer that runs the system must be equivalent or better than 350MHz
with PCMIA drive and network card. The computer will have a minimum 17
inch SVGA monitor with A/D boards and ports to control optical
projection of target, video controller card and port, serial, and
parallel ports independent of monitor and mouse inputs. The computer
will also include a Microsoft mouse; 1.44 MB 3.5 floppy drive; PCMCIA
drive; Iomega Jazz 2GB drive; and two expansion bays. The system will
also include on-site installation and calibration. All software must be
compatible with Microsoft Windows 95. The entire system must fit in a
room that is 11 feet by 7 feet by 9 feet in height. The system must be
Y2K compliant. Delivery is required within 60 days after contract
award at: Receiving Officer, Navy Medical Center San Diego Center,
