requirement for a Scanning Probe Microscope System to be used for
Molecular Beam Epitaxy (growing single crystal films of materials for
Naval ship use) and used in Chemical/Biological analysis work The
system shall be a fully configured system capable of obtaining images
of individual atoms on surfaces using different modes, including
scanning tunneling microscopy (STM) and atomic force microscopy (AFM)
in air and inside liquids. Shall be a fully working system capable of
acquiring an image with full control of relevant parameters and store
it digitally in computer data media. Shall be able to do basic image
processing, including rotation along different axes, translation and 3
dimensional constructions with flexible light source effects and
produce a color photographic quality hard copy of the image (sizes
between 3X5 to 8X11 are acceptable). Shall be capable of probing
biological samples with minor modification of the basic configuration.
A desirable feature includes the ability to handle Molecular Beam
Epitaxy samples inside a ultrahigh vacuum environment (with pressure of
10 to the negative eighth power torr or smaller). Firms will be
required to provide proof of performance of their systems to include a
list of customers with working scanning probe microscope systems which
meets all requirements. Acceptance test period of 2 weeks applies at
NSWCDD. System to be provided with a 1 year warranty and all operation,
user, maintenance manuals. Warranty to commence at system acceptance.
Three optional maintenance years applies (12 mths each optional yr). If
required, the maintenance service will commence at expiration of the
warranty and will be required onsite at NSWCDD. One week (40 hrs)
training period required onsite at NSWCDD for 2 people. Training to be
completed within 2 weeks after system acceptance. 1 EA. FOB
Destination. Delivery and system installation required within 3 months
from contract award. Offers will be evaluated for technical capability
of the item to meet the Navys need/specifications, past performance and
price. All responsible sources may submit a proposal which shall be
considered. See Note 26. The Naval Surface Warfare Center, Dahlgren
Division, Dahlgren Laboratory Procurement Division is implementing
Electronic commerce (EC) in the acquisition area, therefore synopsis
and resulting solicitations with any applicable amendments will be
available on the World Wide Web at http://www.nswc.navy.mil/supply
under Procurement Division. After 1 October 1997, solicitations and
amendments will only be available at the above Web sites. Hard copies
WILL NOT be provided. Vendors should regularly access the NSWCDD Web
site to ensure that they have downloaded all amendments. For
solicitations issued after 31 March 1998, DOD will no longer award
contracts to contractors not registered in the Central Contractor
Registration (CCR) data base. Registration may be done by assessing the
