Information. The Deputy Assistant Secretary of Defense for
Intelligence [DASD(I)] seeks information from qualified and experienced
firms for providing a Human Resources and Manpower System (HRMS)
software interface package. The DASD(I) is conducting a survey of
existing software products that may be used as-is or customized to
provide an interface between a variety of existing personnel and
manpower information systems. The HRMS software interface package must
provide for interoperability between DoD and its Intelligence
Community personnel and manpower information systems in response to
three primary needs: 1) to comply with the Assistant Secretary of
Defense for Command, Control, Communications, and Intelligence
[ASD(C3I)] memorandum dated 24 March 1998; 2) to provide seamless
transfer of civilian intelligence personnel information between the
Intelligence Agencies and the military departments; and 3) to meet
Department-wide reporting requirements. The Military Departments use
the Defense Civilian Personnel Data System (DCPDS) -- Modern as their
personnel and manpower information system. The Intelligence Agencies
are moving towards use of various instantiations of PeopleSoft and SAP.
The HRMS interface package must be capable of providing an interface
between and among each of these information systems to allow necessary
data items to be exchanged. It must adhere to the high-level
architecture that has been validated by both the DoD community and the
Intelligence Agencies. More information about this architecture can be

package must meet security requirements of both the DoD and
Intelligence Community systems and must provide a means of bridging
multiple levels of security to provide a seamless interface. The
package must also comply with at least level 5 of the DII COE. The
initial package must be flexible and expansible to accommodate changes
in the architecture. Interested firms should have an existing,
off-the-shelf, working software interface capability that can be
modified as required to provide the HRMS interface. Interested firms
should have documented experience in supplying interface packages (as
described above), and should be capable of operating in a classified
environment. Interested firms are requested to provide pertinent
capability experience by describing like systems for which they have
provided an interface package. Interested firms should provide product
qualifications, experience capability information, security
information, and basic product/services cost information to: ODASD(I),

award a contract on the basis of responses, nor pay for preparation of
any information submitted. Proprietary information should be marked as

long per product or service not including marketing brochures, and are
