expects to release a solicitation for the Component Improvement Program
(CIP) for the GE F110/F101, F108, F118, J79, J85, TF34, TF39, and
Alternate JSF series of engines. Development System Manager for
Propulsion (ASC/LP) is contemplating a contract for award in December
1999 for engineering and testing support for the General Electric
F101-GE-102, F110-GE-100, F110-GE-129, F110-GE-400, F118-GE-100,
F118-GE-101, J79, J85, TF34, TF39, Alternate JSF and F108 series
aircraft engines. This contract will be for a duration of fifteen years
and will cover calendar years 2000 through 2014. The new CIP contract
is a follow-on action for continued component improvement. General
Electric is the incumbent contractor on the F110/F101 program and has
performed F110/101 CIP for the past fifteen years. Program objectives
are to resolve service-related operational problems and reduce
operating costs for the engines. This program is divided into tasks
that improve engine safety, durability reliability, and maintainability
while preserving current specification performance. A formal RFP is
anticipated for release in Jul 99. A sole source RFP will be issued to
General Electric for CIP for the F110/F101,F118, J79, J85, TF34, TF39,
Alternate JSF and F108 series of engines. SIC code: 3724, 1,000
employees. Authority to issue sole source RFPs comes from 10 U.S.C.
2304(c)(1) and FAR 6.302-1, "Only one responsible source and no other
supplies or services will satisfy agency requirements." Specifications,
plans, or drawings relating to the procurement described are incomplete
or not available and cannot be furnished by the Government. See Note(s)
22. All responsible sources may submit a bid, proposal, or quotation
which shall be considered. No telephone requests. Only written or faxed
requests received directly from the requestor are acceptable. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his concerns. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the use of the Ombudsman. Potential
