The Physical and Chemical Properties Division at the National Institute of Standards and Technology and Technology funded in part by the Defense Threat Reduction Agency in support of the Chemical Weapons Convention, the Mass Spectral Data Center intends to solicit on a competitive basis research services in order to acquire data on the spectra and retention times of a number of chemical weapons related compounds. The contractor shall provide NIST with the spectra, retention, indices, and raw data files for 60-80 methyl, ethyl, propyl and isopropyl phosphonoflouridates which shall be provided from experiments run on a HP-SD-GC/MS and a Bruker EM640S GC/MS. Theses data files shall run under conditions as specified in the Organization for the Prohibition of Chemical Weapons (OPCW) standard operating procedures for time and temperature programming of the GC/MS. The goal of this is not only to acquire data but also to gain insight as to what happens to the data files in adverse conditions. The performance period for this service will be one year from date of award. The Government anticipates awarding a purchase order on or around July 9, 1999.
