Environmental Protection Agency, Office of Mobile Sources (OMS),
Assessment and Modeling Division (AMD) is responsible for the
collection, organization, and analysis of emissions data from mobile
sources of all types (highway vehicles, construction and agricultural
equipment, airplanes, locomotives, marine vessels, and a wide variety
of other non-road sources), as well as for the evaluation of control
strategies applicable to such sources (including both currently
effective and proposed strategies). Other responsibilities of the
division include tracking and monitoring of developments in the areas
of health effects of mobile source emissions, air toxicities, and
atmospheric science; and assisting States and others in the development
of accurate emission inventories for mobile sources. These projects
often require the development or refinement of databases collecting and
summarizing available data on a given mobile source-related issue from
various literature and/or testing programs and the development or
improvement of in-use emission factor estimates based on such
databases; and may also require analyses evaluating the scope and
impacts of unregulated pollutants and sources, revised regulations, and
other proposed control strategies. AMD has need of a contractor to
provide technical support in the development and refinement of in-use
emission factor estimates, and the performance of related analyses for
both highway vehicle and non-road mobile sources. The contractor shall
provide the Division with technical support in the development and
improvement of emission inventories, in air quality-related analyses,
and in the development of guidance documents on the use of EPA's
emission factor models (MOBILE, PART, NONROAD, MOBTOX) and the
development of input data for use with these models. Such projects will
be specified under a level of effort (LOE) contract, sometimes with
short turnaround time requirements. Individual tasks may take such
forms as: creation of databases from various sources and formats,
analysis of existing or newly augmented data, development or refinement
of modeling techniques for unregulated or newly regulated mobile
sources, and the application of emission factor and air quality models
to specific analyses. Other tasks may include the development of
technical guidance documents to be used by States and other parties
with air-quality responsibilities in applying and using EPA's emission
factor models. All large-volume and small-volume automotive
manufacturers, all on-road and non-road engine and vehicle
manufacturers, all oil companies (petroleum refiners, fuel
manufacturers or distributors, and fuel marketers), and any firms whose
primary business involves the manufacture, sale, or resale of emission
testing equipment (including IM240 equipment), shall be considered
ineligible for award of any contract resulting from this solicitation.
A cost-plus-fixed-fee, level of effort, term-type contract is
contemplated with a 12-month base term plus four (4) 12-month options
to extend the term at the choice of the Government. The base level of
effort for each term is approximately 2,400 direct labor hours. Options
to increase the level of effort within each term by up to an additional
2,400 direct labor hours will also be included. All responsible sources
may submit a proposal which will be evaluated by the EPA in accordance
with the technical evaluation criteria specified in the RFP. RFP
