Standards and Technology (NIST) intends to negotiate with Harvard
University, Office for Sponsored Research, on a sole-source basis for
the measurement of branching ratios and fractions in neutral and
singly-ionized holmium. Deliverables will include: (1) begin
observations of (Ho) hollow cathode lamps using the NIST 2m Fourier
Transform Spectrometer. (2) Modify existing software as necessary to
analyze the spectra. (3) Continue the Ho I and Ho II term analysis.
This acquisition is to be accomplished under the authority of FAR
13.106(a)(5) which permits sole source acquisition when only one source
is reasonably available. The Harvard group has demonstrated unique
qualifying experience with FTS high- resolution spectroscopy and also
much experience in completing radiometric calibrations and work on
complex atomic spectra. Award to another source would result in
substantial duplication of cost to the Government that is not expected
to be recovered through competition, and would result in unacceptable
delays in fulfilling the agency's requirements. Anticipated period of
performance is from the July 1, 1999 through June 30, 1999.The
Standard Industrial Classification code (SIC) is 8732. This notice is
not a request for proposals. Based upon Market Research, The Government
is not using the policies contained in Part 12, Acquisition of
Commercial Items, in its solicitation for the described services.
However, interested parties may identify their interest and capability
to satisfy the Government's requirements with a commercial item within
5 days of this notice. Capability statements must include documentation
of expertise in all areas pertinent to the proposed project. A
determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the contracting officer. A solicitation document is not available.
