Turnkey Customer Provided Access Arrangement (FTCPAA), which provides
a direct communication access path (via fiber) from the Naval Surface
Warfare Center, Dahlgren, VA to an AT&T Government Only Point Of
Presence (GOPOP) also located in Dahlgren, VA. The FTCPAA consists of
a fiber installation between NSWCDD and the AT&T GOPOP and DDM2000
multiplexers that support a SONET configuration at each of the sites.
The Contractor shall be required to provide maintenance and spares for
all equipment at each of the installation sites. Services required
include all labor, test equipment, parts, travel, per diem, materials,
fault management, telephonic support, operating software maintenance
(routines that interface directly with hardware devices, computer
operations and utility/ applications programs) required to keep all
equipment fully operable. Services are required onsite at both
installation sites, 24 hours/day, 7 days/week including Government
holidays. Response is required within 4 clock hours after receipt of
telephonic notice to the Contractor. The Contractor shall resolve 95%
of plug-in failures within 8 clock hours after receipt of telephonic
notice. Fault management support shall include remote diagnostics,
monitoring of major/minor alarms, reports outlining performance of the
DDM2000s and fibers, escalation of critical service issues, and
monitoring of performance parameter thresholds to identify marginally
operating equipment to ensure minimal downtime. Any intrusive testing
requires prior written Government approval. A spares inventory is
required to be maintained at both NSWCDD and the AT&T GOPOP. For failed
equipment which is unrepairable or for which spares are not available,
the Contractor shall provide identical equipment as the failed item.
The Contractor shall provide fiber cable restorations to original
specifications, if required. Total contract duration is 5 years (base
year and 4 option years). All responsible sources may submit a proposal
which shall be considered by the Agency. Intended source is AT&T,
Washington, DC under FAR 6.302-1. Note 22 applies. The Naval Surface
Warfare Center, Dahlgren Division, Dahlgren Laboratory Procurement
Division is implementing Electronic commerce (EC) in the acquisition
area, therefore synopsis and resulting solicitations with any
applicable amendments will be available on the World Wide Web at
http://www.nswc.navy.mil/supply under Procurement Division. After 1
October 1997, solicitations and amendments will only be available at
the above Web sites. Hard copies WILL NOT be provided. Vendors should
regularly access the NSWCDD Web site to ensure that they have
downloaded all amendments. For solicitations issued after 31 March
1998, DOD will no longer award contracts to contractors not registered
in the Central Contractor Registration (CCR) data base. Registration
may be done by assessing the CCR Web site at http://www.acq.osd.mil/ec.
