This is a combined synopsis/solicitation for a commercial items prepared in accordance with Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote (RFQ). The solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 90-45. It is anticipated the resulting order will be awarded on a sole source basis to Bettinger West Interiors of Columbia, Maryland. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The requirement is for 350 each Woodcore (Part #: PW11C6A1) and 708 each Steel (Part #: HS126A1) Panel Floor Tiles. Due to form, fit, and function requirements, no substitutions to the part numbers will be accepted. The following Federal Acquisition Regulations (FAR) provisions and clauses apply to this solicitation: FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Jun 1988); FAR 52.252-2, Clauses Incorporated by Reference (Jun 1988); FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 1988); FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Oct 1995) (NOTE: For provision FAR 52.212-3, the offeror must provide written representations and certifications); FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 1995); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Oct 1995) to include the following applicable subclauses: FAR 52.222-26, Equal Opportunity (E.O. 11246), FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era (38 U.S.C. 4212), FAR 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793), and FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); and FAR 52.233-3, Protest After Award (Aug 1996).
