(Consolidation of two existing contracts) The NASA Glenn Research
Center, Cleveland, Ohio, plans to issue a Request for Proposal (RFP)
seeking qualified 8(a) firms to provide services for a follow-on
procurement which combines two existing contracts. The contracts are
NAS3-27345 for test and research support services and NAS3-26951 for
institutional support services. These contracts are more fully
described below. The proposed contract will take the form of a hybrid
contract with work being completed on both a mission basis and by
completing separate task orders. The effort will be a cost-plus
incentive fee award-term contract. The proposed period of performance
consists of a base period of 3 years with additional contact years
awarded based upon performance up to a maximum of 12 years. Support
services for the operation and maintenance of four aerospace research
facilities (three space environmental chambers and one wind tunnel);
project engineering and management related to test programs conducted
in the Plum Brook test facilities; design engineering, drafting, and
computer network services. The contractor shall ensure that the four
test facilities operate as designed and are available and capable of
safely, efficiently, and effectively supporting all testing activities.
Examples of types of services required at the test facilities are
providing test program documentation which includes test plans,
requirements documents, cost estimates, hazards analyses, test data
acquisition, and configuration control; providing test operation
support which includes design, installation, and removal of test
hardware; inspection and system checkout and operation; providing test
facility upgrades which includes assembly, installation, repair,
modification, checkout, and inspection; providing test operation
expertise which includes troubleshooting and engineering analyses.
Support services for the operation and maintenance of the basic
institution which consists of several buildings, variousabove ground
and below ground utilities, 6,400 acres of land, and various support
services. Types of services include industrial safety and health;
environmental compliance; chemical analysis; plant protection; facility
operations, maintenance and repair; monitoring and maintenance of a
shutdown, defueled nuclear reactor facility; shipping, receiving and
warehousing; janitorial and refuse collection; grounds maintenance;
equipment and vehicle repair; steam system operation for test
facilities; procurement; and clerical and library support. The
contractor shall operate and maintain the facility and utility systems
in support of the NRC license, storage and warehousing, environmental
compliance and aerospace testing. Examples of the type of
institutional services required by this contract are: roads and grounds
maintenance; janitorial and plant protection services; shipping and
receiving, records management; storage and warehousing; purchasing;
clerical; and vehicle maintenance. Examples of the types of utility
systems operations and maintenance are: HVAC systems; raw and domestic
water systems; high and low voltage electrical systems; natural gas
systems; and sanitary and storm sewer systems. In addition, support
services for on-site administration, management, operations,
engineering, design, maintenance, as well as some materials, tools,
transportation and equipment are required for this effort. While
maintaining an on-site work force, the contractor will also be required
to provide emergency call-in personnel during off-hours. All qualified
8(a) responsible sources may submit proposal which shall be considered
by the agency. See Numbered Note 4. The SIC Code and Size Standard are
8744 and $20 million, respectively. The DPAS rating for this
procurement is DO-C9. The anticipated release date of a draft
RFP3-129209 is on or about June 14, 1999. The anticipated release date
of RFP3-129209 is on or about July 16, 1999 with an anticipated
proposal due date of on or about August 30, 1999. An ombudsman has been
appointed. See Internet Note "B". The solicitation will be available
over the Internet and any supporting documents related to this
procurement will be available in the reading room at the NASA Plum
