(NSF) is soliciting proposals to provide technical services and support
for building and maintaining the core data elements evaluation system
for its Local Systemic Change (LSC) Initiative. The LSC is a program to
improve the teaching of science, mathematics, and technology by
focusing on the professional development of teachers within whole
schools or school districts. To support the LSC Initiative, a core data
system has been constructed to provide information to NSF and to more
than 70 projects in the LSC Initiative on projects' implementation,
progress and impact. Included in this data system are teacher
questionaires and classroom and professional development observation
data. Activities needed to maintain this system include creating data
collection instruments, training evaluators in the use of all
instruments; dispersing instruments to projects for collection;
processing and scoring instruments and providing feedback to projects;
preparing reports based on the core data collected; studying and
reporting on the impact of the projects and initiatives; and
maintaining a database of all the core data to serve NSF purposes and
GPRA requirements. It is anticipated that the solicitation will be
available on or about June 29, 1999. All potential offerors should
download the solicitation from the following website:

solicitation will also be included at the referenced website. Firms are
responsible for checking the referenced website to determine if
amendments have been issued. A limited number of paper copies of the
solicitation will be available for firms not having access to the
internet. Those firms must submit a written request referencing the
solicitation number to the contact address above. No telephone requests
for the solicitation will be honored. To ensure receipt of all special
notices and communications that might not be posted on the website,
organizations should submit a notice via e-mail to "sstrengt@nsf.gov"
indicating potential interest and providing a full return address for
receipt of those communications. The SIC code for this solicitation is
8742. A two-year contract with three one-year options is anticipated.
