This is a modification to the March 4, 1999 and January 15, 1999 CBDNet notices to extend the closing date to 9/15/99 and for the addition of two installations, Fort McPherson and Fort Gillem, to the water and wastewater utility system privatization solicitation. Fort McPherson's main water system consists of approximately 48,398 feet of water main line (4 inches to 12 inches), approximately 117 main valves, 3 main back-flow preventers, and approximately 89 fire hydrants. There are approximately 545 feet of 4", 9,223 feet of 6", 23,745 feet of 8", 14,395 feet of 10", and 490 feet of 12" mains. Fort McPherson's potable water is purchased from the City of Atlanta and the City of East Point. The City of Atlanta supplies Fort McPherson from three directions. Located at each supply point are metering stations that are owned and maintained by the City of Atlanta. Fort McPherson's distribution system begins at the back-flow prevention facilities, which follow each metering station. The majority of the original water system was installed in the early 1940's, however, 95% of the original mains were replaced with PVC pipe in 1992. Fort McPherson has neither domestic wastewater nor industrial wastewater treatment facilities within the installation. The domestic wastewater is sent to the City of Atlanta for treatment. Fort McPherson does not generate any industrial wastewater. The majority of the wastewater collection system was constructed in the early 1940's . There are approximately 49,530 feet of mains ranging in size from 4" to 15", of which 1,500 feet is 4", 18,185 feet is 6", 25,875 feet is 8", 1,075 feet is 10", 870 feet is 12", and 2,025 feet is 15". There are approximately 279 manholes. There is no pumping station located on Fort McPherson. Fort Gillem's potable water system includes approximately 197,914 feet of main ranging in size from less than 2" to 14". There is 1 air relief valve, 414 main valves, 167 post indicator valves, and 131 fire hydrants. There are two ground storage tanks (255,000 gallons each), one elevated storage tank (250,000 gallons), and one pumping station. Fort Gillem's potable water is purchased from Clayton County Water Authority. Two main water lines supply Fort Gillem, a 10-inch line entering at the West Gate and an 8-inch line at the East Gate. Located at each source is a metering station that is owned and maintained by the Clayton County Water Authority. Fort Gillem's distribution system begins at back-flow preventers, which follow each metering station. A major rebuilding of the original potable water mains occurred in 1997. Approximately 19 miles of ductile iron pipe was added to the system. Functional and usable sections of the original system were retained for fire protection. Submarginal sections of the original potable system were abandon. The water distribution system within the Wherry Military Family Housing is owned and maintained by the Clayton County Water Authority. Fort Gillem has no wastewater treatment facilities but relies on the City of Forest Park, Georgia for treatment of its domestic and industrial wastewater. Due to the topography of Fort Gillem, the wastewater collection system is divided into two drainage basins with numerous lift stations. The wastewater collection system within the Wherry Military Family Housing is owned and maintained by a private contractor and will not be included on any resulting contract. There are approximately 45 feet of main less than 4", 60 feet of 4", 7,580 feet of 6", 41,145 feet of 8", 4,640 feet of 10", and 3,785 feet of 12", for a total of 57,255 feet of mains. There are approximately 196 manholes and six lift stations at Fort Gillem. All other information remains unchanged. Posted 06/10/99 (W-SN341449). (0161)
