Unrestricted. The SIC Code is 1542. Estimated cost of construction is
between $5,000,000.00 and $10,000,000.00. Completion no later than 1090
calendar days. Work consists of a design-build project for the
renovation of two historic buildings, Barrack 250 and Barrack 251. Each
barrack consists of two floors, basement and attic spaces containing
57,686 sq. ft. Historic architectural restoration is required. The
project includes mechanical, electrical, structural, plumbing, site
work, landscaping and fire/safety issues. Included will be the
replacement of a wooden porch. The project will be advertised as a
Request for Proposal. Competitive proposals will be evaluated based on
the evaluation criteria set forth in the solicitation package. All
responsible sources may submit a proposal, which shall be considered by
the agency. Large business firms are required to submit a
subcontracting plan. The subcontracting goals are 65% for small
business, 15% for small disadvantaged business, 8% for women owned
small business and 1% for Hubzone small businesses. The subcontracting
plan does not have to be submitted at bid opening. In order to comply
with the Debt Collection Improvement Act of 1996, all contractors must
be registered in the Central Contractor Registration (CCR) to be
considered for award of a Federal contract. The initial registration

imperative that all small disadvantaged businesses contact their
cognizant Small Business Administration Office to obtain Small
Disadvantaged Business Certification. Without SBA SDB certification, a
prime contractor nor a federal agency can receive SDB credit when
utilizing non-certified SDB contractors/subcontractors. Plans and Specs
will be released on CD-ROM and will include the technical
specifications and drawings as well as the solicitation document. There
is no charge for these documents. Requests for this document must be in
