19 -- FURNISH AMPHIBIOUS EXCAVATOR STYLE DREDGE SOL 99-SQ-34-0672 DUE 062499 POC Gerald Casares, Contract Specialist, 520-343-8262, and Bridget Gauer, Contracting Officer, 520-343-8138 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written soliciation will not be issued. This is Request For Quotation No. 99-SQ-34-0672 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No. 97-11. This is a Total Small Business Set Aside, the Standard Industrial Classification (SIC) code is 3531 and the Small Business size standard is 750 employees. The Bureau of Reclamation, Yuma Area Office, has a requirement for one amphibious excavator style dredge. The requirements are: the dredge shall 1) be able to be transported without obtaining special Department of Transportation permits; 2) be capable of being transported complete on one flatbed trailer; 3) be capable of selfloading under its own power without the use of cranes, forklifts, orother lifting devices; 4) be capable of digging to a depth of 20 feet; 5) have a maximum draft of 24 inches; 6) be equipped with an optional 1 cubic yard digging bucket; 7) have the ability to dig and dredge simultaneously; 8) be powered by a diesel engine; 9) be self propelled by means of a propeller; 10) be equipped with stabilizers; 11) use biodegradable vegetable oil to operate the hydraulic system; 12) be equipped with a rake attachment for stump and brush cleaning; 13) have a 12 volt DC electrical system; 14) be equipped with navigation and dredging lights; 15) be air conditioned; 16) be equipped with a heating system; 17) be equipped with GPS; 18) have a hydraulically driven air compressor; 19) have a hydraulically driven winch; 20) be equipped with American threaded hydraulic fittings and hoses; and 21) be equipped with a spill prevention system for engine oil, hydraulic oil and fuel. FOB is destination. The successful offeror shall deliver and have the dredge in place by October 1, 1999. The dredge shall be operational within 90 to 120 calendar days of delivery. Delivery shall be to Bureau of Reclamation, Yuma Area Office, 7301 Calle Agua Salada, Yuma, Arizona, 85364. Deadline for receipt of quotes is close of business on June 24, 1999. All responsible sources may submit a quote which shall be considered by the agency. Provision 52.212-1, Instructions to Offerors-Commercial, applies with no addendum. Provision 52.212-2, Evaluation-Commercial Items applies and evaluation will be based on the lowest priced technically acceptable product offered by a responsible vendor. The quote should include evaluation criteria which provides technical data information and past performance history with references for similar projects. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications-Commercial Items, with the quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition with no addendum. Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the additional clauses at subparagraphs 3, 5, 11, 12, 13, 14, 15, and 16 are applicable. No DPAS has been set. Award will be made to the responsible offeror that provides a technically acceptable product at the lowest price.
