combined synopsis/solicitation for commercial items prepared in
accordance with the format in the FAR subpart 12.6, as supplemented
with additional information provided in this notice. This announcement
constitutes the only solicitation. A quote is being requested and a
written solicitation will NOT be issued. Solicitation number
F22608-99-Q0240 is issued as a request for quotation (RFQ). The
standard industrial code (SIC) is 1389 and the small business size
standard is $5.0 million. The incorporated document and provisions and
clauses are those in effect through Federal Acquisition Circular
97-11. Contract line item 0001 is: Testing of twenty-one (21) oil water
separators. Contract line item 0002 is: Pump out, clean, and dispose of
liquid and solids from twenty-one (21) oil water separators. The
following clauses and provisions are incorporated and will remain in
full force in any resultant contract: FAR 52.212-1, Instructions to
Offerors-Commercial Items (Aug 1997), is incorporated by reference and
applies to this acquisition. Submit signed and dated quotes to

fax to (662)434-7764, on or before 3:00 PM CST, 9 July 99. Quotes must
be signed and may be submitted on your company letterhead or
stationary, or your standard company quotation form. The provision
52.212-2 Evaluation-Commercial Items (Jan 1999) is incorporated by
reference-Evaluation factors are technical expertise and price. The
evaluation factor will be evaluated as being substantially equal. The
Government reserves the right to make award on the initial quote
without discussions. Wage Detrmination 94-2295 (Rev. 11) as revised 1
Jun 1999 applies. The range of estimated capacities is from 50 through
11,220. A list of the locations of the oil water separators and their
estimated capacity (by building location) is available by calling
(662)434-7779. Each offer shall include a completed copy of the
provision at FAR 52.212-3 Offeror Representations &
Certifications-Commercial Items (May 1999) with its quote. FAR 52.212-4
