replacement for the GSB 900 HF Transceiver presently used fleet wide
and shore side by the U.S. Coast Guard for long range communication. We
anticipate awarding a firm fixed price requirements type contract for
a replacement High Frequency (HF) Transceiver that can meet or exceed
the salient characteristics stated in this announcement, and as stated
in the CGY-441-001A specification. The replacement will be procured as
a commercial item using full and open competition in accordance with
the salient characteristics, citing Sunair Electronics, Inc. 9000
series or equal. The HF Transceiver shall have the following
characteristics: An output power of 100-125 W (PEP and AVG); this
transceiver must also have the capability to be configured for 1 kw
(PEP and AVG) operation. Frequency range required is 1.6-29.999 MHz.
All units must be 19" EIA standard rack-mount. Remote operating
capabilities shall be via RS-232/422/485 and or MIL-STD-188 interfaces
(i.e. computer terminal, remote control head, and telephone FSK (DTMF
techniques). Half-duplex operating mode is required, as well as USB,
LSB, CW, AM, FSK, and Lind -11 modes of operation. Fully automatic
digital antena couplers capable of tuning 23' and 35' whips, 50'-150'
longwires, dipoles, and broadband antennas over the entire frequency
range are a necessity; advance coupler control techniques (via RF) are
a plus. Channel presets are needed. Input power requirements are
115/220/440 VAC, 50-60 Hz. In addition to the main characteristics
detailed above, the transceiver will have the following options
available: HFDL (Coast Guard) and FSK Modems (MIL-STD-188 communication
protocol; RS-232/422 and MIL-STD-188 data Interface); DSC Controller
(ITU-R-493-4/541-3 and IMO-R A.613(15)/A.694(17 compliant); ALE
modem/processor (MIL-STD-188-141A/FS-1045 compliant); Fax
modem/interface, capable of function as or interface with standard
Group III office fax machines (MIL-STD-188-110A compliant); and a
pre/post selector which permits the operation ofmultiple transceivers
on frequencies separated by as little as 10%. Installation and record
drawings, service technical manuals and various spare aprts kits will
be required as well. The resultant contract is anticipated to be (1)
base year and (4) option years. Delivery will be FOB Destination to the
USCG ELC, 2401 Hawkins Point Rd, Baltimore, MD 21226-5000. Quantities
