Medical Logistics Command intends to negotiate with Sofamor-Danek
U.S.A., 1800 Pyramid Place, Memphis, TN 38132 on an other than full and
open competition basis to procure an image-guided, stereotactic,
neuronavigational system. This is combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. Procurement of this device on an other than full and open
competition basis is anticipated from Sofamor-Danek. This notice is not
a request for competitive proposals. This announcement constitutes the
only solicitation document; proposals are not being requested since
this is anticipated sole source award and a written solicitation will
not be issued. The solicitation number is N62645-99-R-0019. Responses
must contain sufficient documentation to establish a bonafide
capability to fulfill the requirements. The solicitation document and
incorporated provisions and clauses are those ineffect through Federal
Acquisition Circular 97-11. The standard industrial classification
(SIC) code is 5047. The small business size standard is 100 employees.
This system will incorporate a computer workstation, including an
optical digitizer and infra-red beams, which allow for passive and
dynamic referencing intra-operatively. Dynamic referencing and passive
instrumentation are a requirement. The system must interface with
current microscopes and be approved for spinal applications. The system
will merge scans of radiographs into 3-D images and enable the surgeon
to do virtual surgery and pre-operative planning. It will merge the
actual patient anatomy. Using convergent infra-red beams, the angle,
trajectory and incision site will be evaluated pre-operatively and
intra-operatively. This technology will enable the surgeons to
successfully perform precise approaches in the most critical of
surgeries (i.e. skull base, tumors in eloquent areas of the brain,
spinal instrumentation, and various other procedures where localization
of neural and vascular as well as bony structures are most critical).
As a result, patients will be much less likely to suffer any
neurological morbidity, and will spend less time in the ICU. The system
will be fully compatible with a stereotactic frame system. The
microscope will have the capability of viewing through the observer's
eyepiece the same image seen through the main ocular head. This will
allow the assistant to be actively involved with the surgery. A video
camera will be incorporated in the head of the microscope to prevent
interference with the surgeon's movements. The movement, zoom, and
focus of the microscope will be controlled via foot switch allowing the
surgeon's hands to remain in the surgical field during adjustments of
the microscope. The system will have a "picture in a picture" feature
which allows the surgeon to see another view of the image without
removing his focus from the surgical field. This equipment will conform
to the applicable Digital Imaging and Communications in Medicine
(DICOM) Standard. Focused purchases now of DICOM compliant systems will
facilitate later integration of the equipment with image management
systems. This system must be shipped FOB Destination to the Naval
Medical Center San Diego, installed, and calibrated on sight.
Sofamor-Danek shall satisfy this requirement by providing the 1
Neuronavigational Surgical Microscope System containing the following
items: Microscope; Video Recording Equipment; Microscope Integration;
Basic Equipment Applications Platform; Software License; Cranial
Application Module; Spinal Application Module; Installation; Technical
Training; Applications Training; Adaption Kit for Stereotactic System.
Delivery is requested within 30 days of the award. The provision at
52.212-1, Instructions to Offerors Commercial applies to this
acquisition. Any offeror must include a completed copy of the provision
at 52.212-3, Offeror Representations and Certifications Commercial
Items, with its offer. The clause 52.212-4, Contract Terms and
Conditions Commercial Items, applies to this acquisition. The following
