a Request for Proposal (RFP) for the supply of Liquid Propellant
Nitrogen for the National Transonic Facility. The liquid nitrogen shall
be Type II, Grade B, and in accordance with specification IAW
MIL-P-27401C dated 20 January 1975. The nitrogen shall be supplied on
a delivery order basis with the following parameters: 1) An order will
never be less than 50 tons per day, 2) An order will never exceed
1,000 tons per day for up to 3 business days, 3) An order will never
exceed 4,500 tons over 5 business days, 4) An order will never exceed
7,000 tons over 10 business days. A business day is defined as Monday
through Friday from 7:00 a.m. to 11:45 p.m. NASA will allow up to a
22-day recovery period after each supply of nitrogen prior to issuing
the next delivery order. The nitrogen shall be supplied at a rate no
faster than 45 tons per hour and no slower than a rate of 32 tons per
hour. The nitrogen shall be supplied via pipeline to the NTF storage
vessels identified as the 900,000 gallon "storage tank," 250,000 gallon
"run tank," and two 28,000 gallon storage vessels at the Third Meter
Cryo-Tunnel. An indefinite delivery, indefinite quantity, fixed-price
supply contract is contemplated with a total potential period of
performance of 5 years, commencing November 1, 1999. The anticipated
maximum amount of nitrogen to be supplied over the 5-year period is
350,000 tons. The anticipated minimum amount of nitrogen to be supplied
over the 5-year period is 164,000 tons. This procurement will be
conducted on a full and open competitive basis. An RFP for this
procurement will be available approximately July 12, 1999 with an
anticipated proposal due date of on or about August 27, 1999. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

respectively. The DPAS rating for this procurement is DO-C3. An
