notice, NSWCDD identified program requirements related to Research in
Target Vulnerability and Weapons Lethality (N00178-99-Q-1008). This
action modifies said CBD notice and announces NSWCDD's requirement for
white paper submissions to address a specific imminent requirement
within a set timeframe. First, it provides for the expansion of
paragraph (6) Program Objectives as follows (changes are bolded and
italicized): PROGRAM OBJECTIVES: The Naval Surface Warfare Center,
Dahlgren Division (NSWCDD) is interested in proposals in target
vulnerability and weapons lethality. Specific areas of interest are as
follows: (1) Research, analysis, characterization and modeling of the
vulnerability of target components to non-nuclear weapons damage
mechanisms including explosive blast overpressure, (2) research,
analysis, characterization and modeling of warhead fragmentation
penetration and damage effects against air or surface targets, (3)
research in advanced computer techniques (hardware and/or software) to
assist in endgame analysis tasks including modeling of target response
and weapons system damage mechanism deployment, (4) research, analysis,
characterization and modeling of the reaction of damaged air targets,
(5) research, analysis, characterization and modeling of the weapons
effects on ballistic missile threats including payload response to
direct hit and near miss effects of warhead blast and multiple fragment
barrage, (6) other general areas of target vulnerability (including
fabrication and delivery of high fidelity, full scale replicas of
selected threat ballistic missile warheads per applicable drawings and
payload reference documents, and design development of instrumentation
and data acquisition systems to collect lethality data) damage
mechanism lethality, and endgame effectiveness modeling. WHITE PAPER
SUBMISSION: This BAA modification provides for white paper submissions
on or before close of business 25 June 1999 in response to an urgent
program requirement related to TBMD Test Articles for Flight Testing
within the set parameters identified in paragraph (6) above. Offerors
shall submit white papers summarizing each proposed concept, including
a rough order of cost magnitude and schedule to perform the proposed
work, to obtain an indication of potential NSWCDD interest. Any
