survey in conjunction with task order T0799BG0727 awarded by the
General Services Administration, Fort Worth, Texas. This announcement
is a request for information synopsis for a market survey. Information
contained in this synopsis is for planning purposes only. It does not
constitute an invitation for sealed bid or request for proposal (RFP),
nor is it to be construed as a commitment by the Government. The
Government is currently conducting a market survey and trade study of
commercial-off-the-shelf and government-off-the-shelf software products
that can meet the following requirements: A training and graduate
evaluation software product(s) is being sought which may be used as a
part of, and be integrated into, the existing Technical Training
Management System (TTMS). The software product(s) being sought must be
able to enter, record, and analyze evaluation data related to
technical training. The evaluation data includes: (1) grades and other
instructor comments used as part of student evaluation, (2) critique
data from students used to critique tests, individual courses, and
programs of study (sequences of courses), and (3) critique data,
provided by both graduates and their supervisors, after some interval
of time that the graduate has been at work in the field. A
questionnaire which asks specific questions about needed training and
graduate evaluation software product capabilities will be provided for
potential vendors to complete. The questionnaire will be used to
determine what software product(s) will be the most appropriate to use
for the above types of evaluations within the TTMS. Responsiveness to
the questions in this questionnaire will be very important in product
selection. Initial product purchase is expected near the beginning of
FY00. Since the training and graduate evaluation software product(s)
is envisioned to become part of the existing TTMS, information about
TTMS is provided as follows. It is deployed in five primary locations,
with additional smaller locations expected in the future. The primary
locations are (1) Sheppard AFB, TX, (2) Lackland AFB, TX, (3) Keesler
AFB, MS, (4) Goodfellow AFB, TX, and (5) Vandenberg AFB, CA. The
software products currently used in the TTMS include Plateau 2.3 for
student administration, Designer's Edge 3.0 for courseware design,
Oracle 7.3 and 8.x for the database. TTMS uses the following operating
systems: Windows NT 4.0 servers, Windows NT 4.0 workstations, and
Windows 95 workstations. TTMS network currently has approximately 2000
workstations, with approximately 1000 more expected in the future. It
also currently has 43 servers that are a combination of Dell
Powerserver 6100 and 6300, with more expected in the future to support
the additional workstations. The TTMS users include approximately
32,000 students per year and 3,100 instructors, instructor supervisors,
registrars, etc. No paper copies of information in this CBD
announcement will be provided. Businesses that are currently offering
the same orsimilar services are requested to respond by 2 July 1999.
