The Department of Health and Human Services intends to negotiate with
Laguna Research Associates (LRA), 1604 Union Street, San Francisco CA
94123, on a sole source basis under the authority of FAR 6.302-1 to
award a contract to provide the assistance required by the DHHS
Assistant Secretary for Planning and Evaluation (ASPE) to analyze the
impact of recent Medicare Home Health payment policy changes on
non-elderly Medicare beneficiaries' quality of life and satisfaction.
In May 1999, the Robert Wood Johnson Foundation (RWJ) awarded LRA a
three year grant to study the impact of recent home health payment
policy changes on beneficiaries, providers, and the overall system. The
purpose of this grant will be to analyze the satisfaction and quality
of life of non-elderly Medicare beneficiaries, compare the findings to
those of elderly beneficiaries, and prepare a final report. Because
the data for the proposed ASPE analysis will be extracted from data
sources used in the RWJ grant, the government will not incur additional
costs for data acquisition and preparation. The purpose of this
synopsis is to determine whether there may be other sources with the
requisite qualifications to perform the work described above. Any
organization capable of performing similar services should submit a
cost estimate and a statement of capabilities with documentation
supporting its ability to meet the Government's requirements as
described above. No solicitation document is available. Capability
statements should be submitted with 45 days of the publication of this
