solicitation but a market survey to determine the potential sources to
provide engineering and logistics services for the sustainment of
Global Grid (MEECN) systems. Support will be required for the following
Global Grid systems: the Miniature Receive Ternimal (AN/ARR-85);the
Modified Miniature Receive Terminal (AN/ARR-88(V));the Defense Improved
Emergency Message Automated Transmission System (IEMATS) Replacement
Command and Control Terminal (DIRECT);and the MEECN Minuteman Program
(MMP), which includes the Submarine Low Frequency/Very Low Frequency
VMEbus Receiver (SLVR) for VLF/LF reception and a combination of the
Navy EHF SATCOM Program (NESP), the Army Secure Mobile Antijam Reliable
Tactical Terminal (SMART-T), and the KGV-11 for EHF
reception/reportback, all of which are currently in use. this
acquisition includes total life cycle support for fielded Global Grid
systems, to include depot level hardware repair; design, development,
test and fielding of software changes on both an annual and emergency
basis; management of all modifications, spares, and technical orders;
and development of training and trainers when required. In addition,
related logistics and system engineering studies, prototyping,
configuration management, and planning activities will be required. The
Air Force will consider a variety of acquistition approaches, to
include use of suitable existing contracts, and encourages contractors
to consider all possible sustainment options regardless of source of
repair to achieve the optimum support for Global Grid systems. It is
the Government's desire to consolidate as much as possible either at
one location or under one management vehicle, therefore contractors
must address each system and specifically note where consolidation is
either impractical or cost prohibitive. Submit statement of
qualifications, along with supporting documentation to: ESC/NDMS, 11

Responses must be received no later than 30 calendar days from the date
of this publication and should not exceed five (5) pages of
81/2x11-inch paper no smaller than 10 pitch. This request is for
information and planning purposes only and does not constitute an
Invitation for Bid or Request for Proposal, nor does its issuance
restrict the Government as to the ultimate acquisition approach. Firms
who submit qualification packages in response to this notice are
requested to identify any existing contract vehicles (by contract
number and issuing office) that they have for the same or similar
effort and a Government point of contact (preferably the contracting
officer). the Air Force will use this information to assess the
potential of using existing contracts for Global Grid support. the
Government will not reimburse the contractor for any costs associated
with preparing or submitting a response to this notice. A contract will
not be awarded as a result of this announcement. It is anticipated that
at least one Industry Day will be conducted prior to RFP release.
AnOmbudsman has been appointed to address concerns from offerors or
potential offerors during the proposal development phase of this
acquisition. the Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to appropriate
Government personnel. when requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of the proposal or the source
selection process. The Electronic Systems Center's Ombudsman is Col.

contacted only with issues or problems that have been brought
previously to the attention of the program manager and/or contracting
officer and could not be resolved satisfactorily at that level. The
