The Naval Air Systems Command, Naval Air Warfare Center Aircraft Division intends to procure Administrative Support Services for the Presentation of a Seminar, titled, "The Washington Arena Seminar". The seminar will be held at Patuxent River, Maryland. The contractor shall provide a coordinator to facilitate the entire program. The seminar is a five day program designed to explore the internal and external issues, interests, and institutions that form the command's corporate environment through off the record briefings by senior Naval Aviation Systems Team (TEAM) members and defense and congressional officials. Other intricate details, tasking, and responsibilities of the Contractor will be provided in the solicitation. This acquisition is being pursued on a sole source basis with the University Of Virginia, Continuing Education Department, 104 Midmont Lane, P.O. Box 3697, Charlottesville, Virginia 22903. Due to the fact that, UVA has an established curriculum for this course and the fact that the Government does not have an adequate amount of time to perform a Full and Open competition to permit a newly developed course to be presented before the required course deadline. Further, the statutory authority permitting other than full and open competition is FAR 6.302-1; only one responsible source and no other supplies or services will satisfy agency requirements. DOD will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database.
