Design/Build an approx. 360 SM Visitor Center in Parking Lot N2 and a Vehicle/Cargo Inspection Facility which consists of a 282SM Visitor Center, a canopied vehicle inspection area complete with an inspectors kiosk and an X-ray machine shelter, a 38 SM dog kennel/122 SM kennel support facility, a protective berm for two sides of the site, and vehicle parking area. Both sites will be provided complete with all utilities and access as described in the design criteria and as necessary. The site for the Vehicle/Cargo Facility is a fill site with suspected unexploded ordnance. A best value selection approach will be utilized for this source selection and will be ranked on its own merits and in accordance with the evaluation factors identified in the solicitation. All responsible contractors may submit a proposal which will be considered. SUBCONTRACTING PLAN REQUIREMENTS: The subcontracting plan will be submitted and evaluated with the technical proposal for this procurement. A minimum of 65% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of the total planned subcontracting dollars shall be placed with small disadvantaged business concerns to include Historically Black Colleges and Universities/Minority Institutions, a minimum of 8% with women owned small businesses, and a minimum of 1% with hubzone small businesses.
