servces as Amendment No. 0001 to the FAV combined synopsis/solicitation
published on 4 June 1999. The purpose of this amendment is to revise
the minimum requirements under 'Key Capabilities' that the offerors
must meet/address in regards to the requirement that the FAV be
"legally driveable on US roadways". As such, the following verbiage is
hereby included: The offeror's proposed commercial FAV shall, at a
minimum, meet the FMVSS standards for steering, handling, brakes, and
lights for day/night driving operations. In addition, seatbelts are
expected as a minimum for protection of driver and passengers.
Submission of Offers is hereby revised to change the delivery date for
Past Performance data from 14 Jun 1999, 2:00 PM EST, to 16 Jun 1999,
2:00 PM EST. All other terms and conditions of the subject solicitation
remain the same. The following questions in regard to the subject
solicitation were asked and, as such, answers are provided as follows:
Question 1. "Four Wheel Drive": isthis an absolute requirement, a
"show-stopper" if the vehicle we were to propose does not have four
wheel drive? Or is it simply judged in the context of overall technical
merit? Answer 1. Reference the solicitation for the requirement.
Question 2. Legally driveable on US roadways: does this mean street
legal in the sense of emission controls, air bags, collapsible steering
column, safety glass, etc.? Is this also a show-stopper? Answer 2. At
a minimum, FMVSS standards for steering, handling, brakes, and lights
for day/night driving operation should be met. Seatbelts are expected,
as a minimum, for protection of driver and passengers. All other
features of your proposed vehicle above the minimum will be evaluated
in the context of overall technical merit and "best value" to the
Government. Question 3. Width of 78" and height of 74": are these
absolute or is there some flexibility? Answer 3. Reference the
solicitation for the requirement. Question 4. 180 degree field of fire
for the M2 / MK 19 AGL. Is this a show stopper, or would we simply
have points deducted if our mount offers less than a 180 degree field
of fire with the main gun? Answer 4. Reference the solicitation for the
requirement. Question 5. Delivery dates: unlike the major commercial
manufacturers, ..our company does not maintain an inventory of
vehicles. While we would make every effort to meet required delivery
dates, based on past experience, the requested schedule would be very
difficult to meet. How much flexibility is there in the schedule, or do
we simply tell you what is our most aggressive schedule building in the
extra costs for expedited delivery of componentry? Answer 5. Reference
the solicitation for the requirement. Question 6. Contractor Logistic
Support: we assume that the 72 hour on-call requirement includes the
spare parts package as well, and that the pricing for the respective
CLINs should reflect this? Does the Government prefer that the offeror
maintain the spare parts package at its site or on site with the
vehicles? Answer 6. Based upon your solution, provide a CLS
capability/package complementary with the technical capabilities and
