SCOPE: The Government intends to issue a purchase order on a
unrestricted basis. The work shall include furnishing all plant,
equipment, materials, and in performing all operations in connection
with the services to conduct a natural gas leak detection, cathodic
protection (C.P.) and shut off valve location surveys of the gas
distribution system at Offutt Air Force Base, Nebraska. 2. MAJOR ITEMS
OF WORK: Shall include but are not limited to the following: A.
Perform base and housing gas leak survey. (1.) Survey shall include the
base proper and its various housing areas and all six increments of
Capehart Housing. Also three (3) public schools that are connected to
the governments gas distribution system. (2.) Survey shall include
tracing with a pipe locator all mains and service lines from various
meter stations to the outside gas line riser or underground entrance to
all buildings. The contractor shall determine the best method of
marking line locations with government approval to insure that the leak
survey takes place directly above the lines. It also includes locating
all types of under ground shut off valves and providing permanent
records of their locations. (3.) Survey shall include all underground
gas distribution mains, service lines, regulators, meters, manholes,
values and valve boxes, value pits, and all openings belonging to other
utilities such as telephone, electric, water, etc., where leaking gas
could create a hazardous situation. (4.) Survey shall include pin
pointing of Class 1 leaks that constitute a hazard requiring immediate
repair. (5.) Survey shall include centering of Class 2 and 3 leaks in
three feet on a side area for future repair by others. (6.) Survey
shall include testing the entire foundation perimeter of all buildings
for any sign of gas leaks. We believe all facilities now have gas line
risers. Contractor to inform in writing if found otherwise in a
separate section of his report. (7.) Survey shall include other areas
where the contractors experience dictates to do so.(8.) Survey shall
include above ground equipment used on gas line risers and the interior
of gas pressure reducing stations. The riser inspection shall include
but not be limited to the following. The contractor shall design his
own riser summary type data sheet for government approval prior to
