(ALA) project has a requirement to develop detailed procedures that can
be applied to any water transmission system to evaluate the probability
of damage to the various components of the system from earthquake
hazards. The deliverables will be 1) a manual defining the detailed
procedures to be used, and 2) a detailed commentary that provides the
basis for the recommended procedures and guidance in applying them. It
is intended that the manual will be used as the basis for developing
a national consensus guideline within an American National Standards
Institute (ANSI) approved standards developing organization (SDO). This
consensus guideline will be recommended as a requirement for assessing
water transmission system performance for the purposes of prioritizing
investments in earthquake mitigation by federal, state, and local
government agencies as well as the private sector. All interested
bidders may request copies of the solicitation for up to 15 days after
posting ofthis notice. The closing date for receipt of proposals is
