between the Federal Emergency Management Agency (FEMA) and the American
Society of Civil Engineers (ASCE), the ALA plans to acquire the
services of an existing ASCE/American Society of Mechanical Engineers
(ASME) joint task group to develop guidelines. This is a survey to
locate potential sources capable of performing the following proposed
requirement: To develop guidelines to be included as a non-mandatory
appendix to the ASME B31 piping codes. The guidelines will be
sufficient to assess the ability of a portion of a pipeline system to
meet its performance requirements. The primary use of the appendix will
be the design of new pipelines. The procedures therein will also be
applied to assess the level of function for an existing pipeline
segment as the computed stresses and strains for a particular hazard
can be directly related to functional level. The appendix will include
required input parameters to define loads on buried pipelines,
formulae or procedures for estimating stresses and strains in buried
pipelines arising from specific load conditions, allowable stress and
strain conditions corresponding to various functional levels, and
discussion of the compatibility of the recommended methods with current
allowable stress limits provided in the ASME piping codes. The
deliverable will be a technical, non-mandatory appendix suitable for
direct insertion into existing ASME B31 code documents, not to exceed
20 pages. The task group will also provide a proposed change request to
the ASME B31 code committee to add the non-mandatory appendix to the
applicable ASME B31 codes. Minimum capabilities must include documented
evidence of experience and expertise in the following areas: 1. The
offeror must be a standards developing organization accredited by the
American National Standards Institute (ANSI). 2. The offeror must have
demonstrated knowledge of and experience with earthquake phenomena. 3.
The offeror must have a standing standards committee of earthquake
resistant design and construction experts that represent all sectors of
the lifeline community, including regulators, producers, suppliers,
practicing design professionals, and academicians. The committee must
be balanced in accordance with ANSI requirements. 4. The offeror must
have demonstrated experience in submitting, defending, and challenging
proposed changes to code bodies. Firms with these capabilities are
invited to submit three (3) copies of their capabilities statement
within fifteen (15) calendar days from the date of this notice.
Information furnished should include: 1) The number and professional
qualifications of technical and other appropriate personnel; 2) Company
experience related to the proposed project; 3) A current financial
statement; 4) Other literature which demonstrates the minimum
capabilities listed above. The ALA will not pay or otherwise reimburse
respondents for information submitted. Based upon responses received,
the ALA reserves the right to set-aside any and all procurements that
may result hereunder for small or minority-owned businesses. If the
evaluation of the responses received concludes that none of the
responding firms have the necessary capabilities, then this acquisition
will be conducted as a Sole Source Procurement with the ASCE/ASME Joint
Task Group on Buried Steel Piping, and no further synopsis will be
issued. However, if one or more responses received are determined to
have the necessary capabilities, then this acquisition will be
re-synopsized as being available for full and open competition. Posted
