shall include research, field surveys, field notes, computations, and
boundary monumentation, a survey map, report, boundary description, and
surveyor's certificate addressing title subjections. Must be a
professional, licensed surveyor registered in the State of New York.
Multiple awards will be made based on approximately ten (10) geographic
areas within the State of New York. These consist of the following
counties: Area 1 -- Albany, Essex, Greene, Rensselaer, Saratoga,
Schenectady, Warren, Washington; Area 2 -- Fulton, Hamilton, Herkimer,
Madison, Montgomery, Oneida; Area 3 -- Cayuga, Cortland, Onondaga,
Oswego, Seneca, Tompkins; Area 4 -- Genesee, Livingston, Monroe,
Ontario, Orleans, Wyoming, Wayne; Area 5 -- Cattaraugus, Chautauqua,
Erie, Niagara; Area 6 -- Allegany, Chemung, Schuyler, Steuben, Tioga,
Yates; Area 7 -- Clinton, Franklin, Jefferson, Lewis, St. Lawrence;
Area 8 -- Columbia, Dutchess, Orange, Putnam, Rockland, Ulster,
Westchester; Area 9 -- Broome, Chenango, Delaware, Otsego, Schoharie,
Sullivan; Area 10 -- Nassau, Suffolk. More than one contract may be
awarded in an area. Performance-based contracts will be awarded with
incentive and disincentives based on timeliness and accuracy.
Architect-Engineer firms which meet the requirements described in this
announcement are invited to submit: (1) a Standard Form 254,
Architect-Engineer and Related Services Questionnaire; (2) A Standard
Form 255, Architect Engineer and Related Services Questionnaire for
Specific Project; and (3) three copies of written response to the six
(6) evaluation factors listed below and the area(s) of consideration by
July 26, 1999. Firms responding to this announcement before the closing
date of July 26, 1999 will be considered for selection, subject to any
limitations indicated with respect to size and geographic location of
firm, specialized technical expertise or other requirements listed.
Following an initial evaluation of the qualification and performance
data submitted, three or more firms considered to be the most highly
qualified to provide the type of services required, will be chosen for
negotiation. Selection of firms for negotiation shall be through an
order of preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) knowledge of local survey
practices, records research and the approach they have used on previous
surveys to resolve problems resulting from conflicting title or
physical evidence. Submit a sample surveyor's report accompanied by a
8 x 11 plat which identifies a boundary conflict and provides an
appropriate solution or conclusion; (2) specialized experience and
technical competence in the type of work required (List key personnel
anticipated to be assigned this project and indicate their past
experience with similar projects); (3) past performance on contracts
with Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules (List and
document references for past projects similar in scope); (4) capacity
to accomplish the work in the required time (List resources that could
be utilized for this project); (5) professional qualifications
necessary for satisfactory performance of required services (List
licensed land surveyors and indicate the percentage of time they will
be in the field if assigned this project); (6)proximity of the firm to
the local project area (For firms outside of the general project area,
provide plan to provide service in a cost effective manner). Firms
should respond to the six (6) evaluation factors listed above by
providing three (3) copies to each evaluation criteria on a separate
sheet of paper and the response to each criteria should be limited to
one page. Work will be ordered on an "as needed" basis beginning
approximately October 1, 1999 through September 30, 2000, with an
option on the part of the government to renew for three (3)additional
one-year periods. Minimum orders per area range from $1,500 to $10,000
per fiscal year; maximum orders per area range from $20,000 to
$300,000 per fiscal year. This solicitation is set aside for small
businesses that have an annual gross receipt averaged over a three-year
