H -- CIVILIAN EMPLOYEE ASSTITANCE PROGRAM SOL N68836-99-R-0031 DUE 072299 POC Bill Reid,Contract Specialist.904-542-1246 FISC Jacksonville,intends to acquire on an unrestricted full and open competitive basis Civilian Employee Assistance Program(CEAP) for the Commander,Navy Region Southeast for the period of 1 Oct. 1999 through 30 Sept. 2000 plus four-one year options periods. The requirement is for a qualified Assessment and Referral Firm for the Civilian Employee Assistance Program. The services shall include,but are not limited to CEAP implementation,intake,interviews,problem assessment,short term counseling,referral to treatment agency,follow up to determine rehabilitation rate,record keeping,training for supervisore,and periodic reports to management for program evaluation. This requirements is for approximately 10,000 civilian employees. They are located at numerous sites(including,but not limited to, Jacksonville, Tampa,Altoona and Key West, FL; Kings Bay and Macon, GA;Pascagoula,MS;Norfolk,VA;Montgomery AL; Columbus,OH;,Brunswick ME; Raleigh,NC;New Orleans,LA; and Ingleside,TX), with a wide variety of assignments that reqiure crews working in the field, and at facilities that operate 24 hours a day and 7 days a week,necessitating shifts of varying lengths. The number and diversity of employees will fluctuate slightly.This acquisition will be processed in acoordance with FAR Part 12 as a commerical item acquisition.
