Survey/Sources Sought announcement seeking to identify potential
sources for Rebuild of one Selas Tempering furnace at Watervliet
Arsenal. The Installation Contracting Division, HQ, IOC is seeking
sources for a potential contract for the rebuild of Selas Furnace.
Description of Furnace: Watervliet Arsenal owned 1977 vintage Selas
Horizontal, box Style, roller Type, austenitizing/tempering furnace
specified as a 4000 lb./hr unit with a temperature range of 950-1150
degrees Fahrenheit. The serial number is 126550. The furnace is
comprised of six sections. The first four sections are gas fired with
three burners per zone for a total of twelve burners, with the
remaining two sections being electrically fired, six elements per zone
for a total of twelve heating elements. The furnace is controlled by
a series of Honeywell Model UDC 5000 Ultra-Pro,
D-5061-0-1000-100-00-0211 controllers. Description of work effort: For
the purpose of this project, only the tempering portion of the furnace
will be rebuilt. All burners and heating elements shall be replaced.
for the purpose of this rebuild, the controls will remain untouched.
Gas Portion: As a minimum, all burners shall be replaced, the entire
furnace interior shall be replaced with new insulation, asbestos
gaskets for the burner areas, repair/replacement of all piping, wiring
channels and wiring for the control circuitry. Electric Portion: All
the heating elements shall be replaced, all the zones of the furnace
will also be replaced with new insulation, repair/replacement of
piping, wiring channels and wiring where necessary, in particular the
thermowire which is connected to the heating elements. Where required,
the interior walls of the electric portion of the furnace will be
repaired or replaced. The internal ductwork (plenum areas) for the air
circulation system, which is used to circulate the heated air in the
electric zones shall be replaced where required. Three days of training
within the applicable trades (operator, mechanical, and electrical)
will be required. More details will be given when the final performance
spec is completed. Prospective sources are to furnish a brief listing
of materials, description of your standard rebuilding procedures, Scope
of Work, budget figures and references for rebuild/refurbishment of
like/similar equipment. At a later date you will be given the
opportunity to visually inspect the equipment prior to your final bid
proposal. This project will be funded with FY 2000 funds. This is not
a request for proposal or invitation for bid. A solicitation does not
exist at this point. Your response shall be submitted to HQ, IOC, ATTN:
AMSIO-ACI-P/Chris Tindle, Rock Island, IL 61299-6000 not later than Aug
