E-MAIL: Diane Scherer, Diane.B.Scherer.1@gsfc.nasa.gov. NASA's Goddard Space Flight Center (GSFC) intends to contract, on a sole source basis, with Information Dynamics, Inc. (IDI), of McLean, Virginia, for the development, validation, maintenance, and updating of its relational database and retrieval reporting system, MANBASE. The MANBASE system is a Center-wide database of costs, technical and programmatic data used in developing cost models for NASA/GSFC. It is an integral part of the Resource Analysis Office (RAO), the RAO Encyclopedia, the cost model automation tool and proposal database. The MANBASE system is very large and complex system of databases which are evolutionary in nature. It is comprised of five major databases: Organization, Personnel, Manpower, Financial and Project. IDI has been integrally involved in the evolution of the system and has intimate knowledge of the heritage, interfaces and design, modular interface and source codes pertaining to the RAO Resource Encyclopedia which serves as the front end of MANBASE. Award to any other source will directly impact the operability and retrievability of MANBASE data and negatively impact the RAO's ability to function on a daily basis by providing real time analysis and support to the Center and Agency. The statutory authority for Other Than Full and Open Competition is 10 U.S.C. 2304(c)(1), Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qalifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
