Center San Diego (FISCSD) intends to negotiate a time-and-materials
contract for material management, supply system management, inventory
management, and systems integration at the Naval Aviation Depot North
Island (NADEPNI) and the F/A-18 Avionics Component Repair Shop. Major
emphasis is placed on phasing in a new production management strategy
based on a commercial software product for Manufacturing Resource
Planning (MRP II). The strategy requires accurate lists of component
parts, raw materials and subassemblies in order for the production
planning module to perform faithfully. The Contractor shall perform
analyses of production data and piece part histories and provide for
the update and appropriate correction of Repair Material Lists (RMLs).
The Contractor shall conduct studies, perform analyses and develop
recommended processes for the preparation of indentured and structured
lists of component piece parts, raw material and subassemblies, then
prepare the indentured and structured lists to facilitate process and
productivity improvement. The Contractor also shall maintain the
indentured and structured lists to support a dynamic logistical support
environment. The Contractor shall provide manufacturing management
consulting services to improve performance, quality, timeliness and
efficiency of Automated Test Equipment (ATE) support services for the
F/A-18 Avionics Component Repair Shop, particularly in Hybrid Test Set
(HTS), Avionics Test Set (ATS), Intermediate Avionics Test Set (IATS)
and associated Test Program Sets (TPS). The Navy anticipates a one
year base period of performance, with three one-year option periods,
commencing 01 November 1999. The Navy estimates 47,124 direct labor
hours for each contract period. The SIC Code is 8711 (Military and
Aerospace Equipment), which has a small business size standard of $20
million. The FSC Code is R425, Engineering and Technical Services. The
100% small business set-aside solicitation will be issued on or around
02 July 1999, with a closing date on or around 03 August 1999. The Navy
intends to evaluate technical capability, key personnel, past
performance and price on a best value continuum per 48 CFR 15.101-1.
