The National Park Service (NPS), National Capital Region (NCR), is seeking an architectural/engineering (A/E) firm experienced in historic preservation projects to provide A/E services under an indefinite quantity contract for preservation, restoration, and stabilization projects involving historic buildings, structures and sites. Anticipated work includes: Title I services to conduct surveys and investigations of existing conditions and to prepare historic structures and cultural landscape reports, condition assessments, preliminary designs and preliminary cost estimates; Title II services to prepare construction documents and cost estimates; and Title III services to provide construction supervision services such as submittal review and site inspections. The projects will be located in washington, D.C., Virginia, Maryland and West Virginia and will include producing all or parts of historic structures reports and historic structures preservation guides; cultural landscape reports and historic landscape preservation maintenance manuals; designing stabilization projects for rustic and vernacular structures ranging from 600 square feet to 5,000 square feet in size; preservation, stabilization, and rehabilitation projects for museums located in historic homes and building ranging from 1,000 square feet to 10,000 square feet in size; designing restoration, rehabilitation and adaptive use projects for structures ranging from 600 square feet to 4,000 square feet in size; designing rehabilitation and stabilization of canal structures such as locks, aqueducts, and prisms; and conducting existing condition documentation of structures from 600 square feet to 4,000 square feet such that the documentation produced meet the standards of the Historic American Buildings Survey/Historic American Engineering Record (HABS/HAER). Projects require direct knowledge of, and experience complying with, NPS-28, Cultural Resources Management Guideline; 36 CFR, Part 68, the Secretary of the Interior's Standards and Guidlines for Archeology and Historic Preservation; 36 CFR, Part 67.7, Secreatry of the Interior's Standards for Rehabilitation; and comprehensive knowledge of and direct experience with historic preservation philosphy in the United States, as expressed in the above documents. More than one contract may be awarded from this announcment. Indefinite quantity contracts are contemplated covering a base period from contract award through September 30, 2000, and an additional four (4) option periods. The minimum quantity of services to be ordered during each performance period is $5,000; the maximum quantity is $500,000. THIS IS NOT A REQUEST FOR PROPOSAL. Interested firms responding to this announcement by submitting a completed SF 254 and SF 255 by 4:00 pm, July 14, 1999, will be considered for selection. Any information submitted in addition to the SF 254 and SF 255 will be disregarded. Specific evaluation criteria, in descending order of importance, are as follows: 1. Specialized and extensive experience and techincal competence of the prime contractor and any consultants in the types of historic preservation projects assigned; 2. Professional qualifications and experience of proposed key personnel to be assigned to the project. The prime contractor will be required to have an historical architect experienced and trained in historic preservation on permanent staff and assigned to this contract. The prime contractor will also be required to have assigned to pertinent historic preservation projects an historic engineer on permanent staff or his consultant who is experienced and trained in historic preservation. The professional disciplines that may be required include; engineering (structural, electrical, mechanical, and civil), architectural and engineering history, historic landscape architecure, structural canal engineering, archeology and hazardous materials; 3. Past performance on similiar historic preservation projects for Government agencies and private industry with respect to such factors as quality of work, control of costs, ability to meet schedules, ability to develop creative and sensitive solutions to unique historic preservation problems. Geographic proximity to the National Capital Regional Office in Washington, D.C. of fully staffed professional offices and familiarity with local history and construction, hisotical construction methods, environemental and historical regulation, and local review process.
