R -- MANAGEMENT AND PROFESSIONAL SUPPORT SERVICES DUE 071499 POC STEVE ZVOLENSKY or Cheryl Harris at (703) 693-7797 The Department of Defense, Washington Headquarters Service, seeks potential offerors interested in providing Human resource Management (HRM) Services for all or a significant portion of approximately 10,000 Department of Defense Federal civilian employees. The required support sought may include one or more of the following Federal Civilian Personnel, Equal Employment Opportunity (EEO), or security functions: Recruitment and Staffing (including use of Resumix automatedautomated staffing tool), Position Classification, Employee benefits Administration and Counseling, Training Processing, employee personnel file establishment and maintenance, personnel action processing, personnel database support, EEO counseling and mediation, and security clearance processing and adjudication. Only qualified sources need to respond. Qualifications for HRM services include a thorough working knowledge of Federal Personnel Statutes and Regulations, (Title V, United States Code), and the Code of Federal Regulations (5 CFR), as well as an understanding of and skill with a variety of automated tools, including Resumix, Persaction, Coredoc, Access and Excel, or equivalent databases. Familiarity with the Defense Civilian Personnel Data system (DCPDS) is preferred. Qualifications for EEO counseling and mediation services include a thorough working knowledge of Title VII United States Code and 29 CFR 1614. Qualifications for security services include a thorough working knowledge of CFR Personnel and Information Security Program regulations. Executive Orders, and Director of Central Intelligence Directive 1/14 as well as skill in processing Electronic Personnel Security Questionaires (EPSQ).
