CONSIDER NEW MEMBERS National Shipbuilding Research Program Executive
Control Board to Consider New Members As provided for in the Articles
of Collaboration dated January 8, 1998, the National Shipbuilding
Research Program Executive Control Board (ECB) will consider the
admission of up to three new members to the existing collaboration
during a July Board meeting. U.S. shipbuilding and repair companies
interested in becoming a contributing member are invited to make a
request to that effect to the NSRP Program Administrator no later than
July 12, 1999. Each applicant will be promptly notified of the Board's
decision, which is expected on or before July 31, 1999. Potential
members should review the criteria for membership as stated in the
attached Articles of Collaboration excerpt and be thoroughly familiar
with the MARITECH ASE Strategic Investment Plan. Program Information
can be found on the program web site (http://www.nsrp.org). The ECB
will consider the factors stipulated in the Articles, including an
applicant's record of active participation in and commitment to NSRP
activities and their willingness and ability to share in the
responsibilities of the collaboration. To support the board's decision,
applicants should provide a brief application to include the following
information (as a minimum): How the company would meet the criteria
stated in the attached Articles of Collaboration excerpt; Company
participation in NSRP/Ship Production panel activities over the past
year; Company participation in the MARITECH ASE Strategic Investment
Plan development; Company attendance at open ECB meetings during the
past year; Company abstracts and proposals submitted in response to
MARITECH ASE FY99 solicitation; Company's willingness (and ability) to
fund participation of their designated board member and possible Major
Initiative Team members; Proposed company representative to the
Executive Control Board who is in a position within his or her company
to make decisions for and commit the company without the need for
further consultation with company management on routine issues that may
come before the Board; A statement that, if selected, the company will
agree to be bound by all of the provisions of the Articles of

of Additional Members (a) The original signers of these Articles shall
constitute the ECB for a period of eighteen months from the date of
the signing of the Articles. At the end of that period the ECB shall
consider the admission of new members to increase the membership of the
ECB up to a maximum number of twelve (12) members. The admission of a
new member must be approved by a two-thirds (2/3rds) majority of the
ECB. A new member shall become a Party upon its execution of these
Articles. (b) Any candidate for ECB membership must be engaged in
shipbuilding activity consistent with the NSRP mission as stated in
Article 1 hereof. The ECB in evaluating an application for membership
shall consider factors including without limitation whether the
candidate's technical contribution will further the NSRP's programs
under the Joint Funding agreements, whether the candidate's
contribution will allow ECB technology to be applied to new markets,
whether admission of the candidate will adversely affect the
Intellectual Property Rights of the existing ECB Parties; whether the
candidate has the expertise and financial capability to participate in
the NSRP programs resulting from the Joint Funding Agreements; whether
the candidate agrees to be bound by all of the provisions of the
Articles; and whether the candidate's admission would diminish the
funding provided by the Government. Notwithstanding the above, the ECB
may consider any factor in addition to those above and its decision on
admission is discretionary and final. (c) In the event that there are
more valid candidates for membership on the ECB than openings after
expiration of the initial eighteen-month period, the ECB will establish
a rotation period for membership. The original nine signatories to
these Articles, however, shall not be subject to the rotation
requirements. The rotation period will be based upon the member's
actual/potential contribution to the NSRP mission. (d) In the event one
or more of the original signers of these Articles resigns or drops out
of participation, the ECB may accept replacement candidates to fill
the existing vacancy or vacancies so that the number of ECB members
