COMMERCE BUSINESS DAILY ISSUE OF JUNE 16,1999 PSA#236899 -- GPS USER EQUIPMENT CONFERENCE The NAVSTAR Global Positioning
System (GPS) Joint Program Office (JPO) herewith provides the following
information. As a part of the effort to advise the GPS JPO on a
comprehensive plan for GPS modernization, the GPS JPO has asked the
Boeing Corporation to survey user equipment (UE) implications of
proposed changes to the military signal planned for future GPS
spacecraft. Manufacturers of military GPS User Equipment are invited to
a Conference for the purpose of soliciting industry comments on these
proposed signal changes. The DoD has been conducting trades to
determine optimum solutions for identified deficiencies in the GPS
systems performance with regard to anti-jam capability, security and
compatibility with military denial concepts. A military signal
construct is being proposed that adds new military codes within the
existing GPS bandwidth on L1 (1575MHz) and L2 (1227MHz). Additional
civil signals are also being contemplated at L2 and a new frequency
1176Mhz. Implementation of these new signals is planned to begin on GPS
satellites scheduled for launch in the 2003 to 2005 time-frame. The
objective of the conference is to inform manufacturers of military GPS
user equipment of these plans and provide an opportunity for questions
and comments. The meeting will consist of two parts: (1) a general
session to present descriptions of the proposed signal designs and
implementation plans and (2) an optional one hour private session
between Government, government representatives and individual UE
manufacturers for questions and answers. The general session will take
place between 9:00AM and 11:30AM on 29 June. Individual sessions may
be scheduled by advanced request only for one hour sessions that will
occur between 12:30PM on 29 June and continue through 5:15PM on 30
June. The meetings will be hosted at The Boeing Company at 2600
Westminster Blvd, Seal Beach, CA, Building 81. The meeting agenda is as

handled on a "first come, first serve" basis. The JPO would prefer the
format of the discussion be left entirely to the potential prime
offeror. At this time, we do not anticipate any of the meetings will be
classified. If during the individual sessions you foresee the need to
discuss classified topics, please inform Lt Brian Barker at

session on Tuesday morning so it is requested that each company limit
attendance to 3 representatives. Also it is requested that each company
send a list of the people who plan to attend both the general and the
