This is an announcement for both the draft solicitation and solicitation for nonpersonal services to provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to (1) perform the Tinker AFB, OK 72nd ABW Communications Squadron (CS) Communications Electronics Maintenance, Information Management, and Visual Information functions; and (2) to perform the 552nd Air Control Wing (ACW) Computer Systems Group (CSG) Visual Information functions. The draft solicitation release dates are from 10 Jun 99 until 08 Jul 99. The final solicitation release is 09 Jul 99 and proposals are due 09 Aug 99. A Pre-Proposal Meeting and Site Visit is scheduled for 14 Jul 99. The 552nd ACW CSG requirement is an A-76 Direct Conversion and is subject to cancellation if the Government's current operating costs are less than the Best Value Contractor's proposed price. If the 552nd's visual information requirement is cancelled, then only the 72nd CS requirements will be awarded. A firm, fixed-price service contract is contemplated. All work will be performed at Tinker AFB. Solicitation is a 100% Small Business Set-Aside. The Standard Industrial Classification (SIC) Code is 7376 with a standard size of $18M. Evaluation of offers will be in accordance with FAR Part 15 and supplements and will result in a best value source selection decision. Model Performance Work Statements (PWSs) are posted to the Internet site listed below. Offeror will be required to submit a Statement of Work, Parts I and II, based on the Model PWSs. Offerors will also be required to submit organizational charts and a quality control plan. These documents will be incorporated into the contract. Oral Proposals will be required. Offerors are encouraged to review the solicitation and submit questions and/or comments to the POC.
