labor, equipment, and materials, and performing all work in connection
with Central Heating Plant Revitalization Program, Phase 2. Work will
be divided into 4 sub-phases, 2a, 2b, 2c, and 2d. Work in sub-phase 2a
will consist of the installation of a cast-in- place concrete trench
containing heating water distribution piping, connecting CEP #2 with
all buildings currently being served in the 4000 area, and connection
of buildings not currently on the system. Sub-phase 2b work will
consist of installation of a cast-in-place concrete trench containing
heating water distribution piping, connecting CEP #1 with all buildings
currently being served in the 3000 area; installing domestic water
heating equipment in 5 barracks buildings; and installing a new
1250-ton chiller, with transformer and cooling tower in CEP #2. Sub-
phase 2c consists of the installation of a cast-in-place concrete
trench containing heating water distribution piping connecting CEP #1
with all buildings currently being served by direct burial heating
water distribution piping in the 2000 area and connecting buildings not
currently on the system, and installing domestic water heating
equipment in 10 barracks buildings. Work in sub-phase 2d will consist
of the installation of a cast-in-place concrete trench containing
heating water distribution piping, connecting CEP #2 with all buildings
currently being served by the zone connecting a hospital, and
connecting buildings not currently on the system, and installing
domestic water heating equipment in 1 barracks building, and
installation of a replacement 1250-ton chiller in CEP #2. Within 10
days after bid opening, the apparent low bidder will be required to
submit a sub-contracting plan in accordance with solicitation
instructions, if that firm is a large business. If for any reason the
apparent low bidder does not receive the award, the second low bidder
will be required to submit a subcontracting plan, if that firm is a
large business. Within 45 days of issue of Notice to Proceed,
contractor will implement a detailed survey of the routes for the new
trenched piping system to be installed. Contractor shall also locate
all potential underground utility interferences with 10 feet laterally
and to the depth of the trench plus one foot, and provide a proposed
method for resolving each. Amount of liquidated damages will be
commensurate with the criticality of the performance of this work.
Period of performance is 900 days. Multiple awards will not be made
from this solicitation. SIC is 1711. Magnitude of project is
$10,000,000 to $15,000,000. Due to the volume of the plans, there will
be a one-time, nonrefundable charge of $200.00 for each set of the
solicitation package requested. A check or money order made out to the
US Treasury. Written requests for this package shall include complete
contractor name, point of contact, street AND mailing addresses,
telephone and fax numbers, whether LB, SB, SDB, WO; also include DUNS
#, CAGE code, and tax ID #. Response date is TENTATIVE; actual date
will be determined when the solicitation is issued. Note also that
award cannot be made to a contractor that is not registered in the
