This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number N00181-99-Q-0197 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. This requirement is being solicited as 100% set aside for small business concerns. SIC 3448 with a size standard of 500 employees applies. This requirement is for a fixed price contract for one line item as follows: ITEM 0001 Hazardous material storage structure, size: 40 ft wide x 8 ft deep x 9 ft high, free standing relocatable chemical storage and containment structure for storage of flammable or combustible liquids and other hazardous materials, additional requirements: two (2) hour fire-rated gypsum on interior walls and ceiling protected by non-rusting galvanized steel siding consisting of 12-gauge sheathing with 16 ga formed steel studs, two (2) hour fire-rated roof structure consisting of 12-ga steel deck with 15 ga formed steel joists; steel floor grating in removable sections for easy access to the spill containment sump; an 840 gallon capacity, 2-hour fire-rated sump with continuous seam welded on interior and exterior which surpasses regulatory and factory mutual requirements for spill containment; two (2) 60" wide by 80" high 3-hour fire-rated steel double doors, UL classified, door hardware includes a 3-point locking system, UL listed; natural draft ventilation, each vent opening is equipped with 1-1/2 hour UL classified fire dampers; the vent openings are arranged to provide air movement and prevent accumulation of hazardous vapors; interior surfaces protected with a white chemical resistant epoxy coated finish, exterior surfaces finished in a white satin finish urethane coating for high impact, corrosion and abrasion resistance; static grounding and bonding angles for prevention of explosive sparking hazards, eight (8) foot grounding rod and cable shipped loose for on-site installation; hazard labeling (DOT "Flammable" placard, NFPA 704 rating signs; four inch (4") risers for forklift and/or crane slings and under sump inspections; four (4) hold-down angles for anchoring to foundation against seismic and wind load, 120/240v electric service panel, NEMA 3R; interior explosion proof conduit/wiring with seal offs, UL listed; two (2) explosion proof interior lights, UL listed, Class 1, Div 1, Group D, 150W bulb, with a UL listed explosion proof light switch; one (1) exterior non-explosion proof light, photocell activated, UL listed, 150W bulb; one (1) dry chemical fire suppression system with audible alarm; one (1) wall mounted eye wash station; one (1) explosion proof heater, 26KBTU, UL listed, Class 1, Div 1, Group D, one (1) explosion proof A/C unit, 14KBT National Electrical Code, Article 500, UL listed for Class 1, Div 2, Grade D, R-11 Insulation package, including walls, ceiling and sump walls. Qty is 1 each. Inspection/acceptance at NNSY, Receiving Officer, Bldg 276, Portsmouth, VA 23709-5000. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. FAR 52.212-2, Evaluation-Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror(s) that meet the minimum criteria for technical acceptability stated herein, and evaluated based on (I) past performance and (ii) lowest price based on multiple award evaluation, with price and past performance being equal in value . Technical acceptability will be based on product literature that demonstrates the product offered meet all requirements. Past performance will be evaluated using the Navy's Red/Yellow/Green program, as follows: (A) This procurement is subject to the Navy's Contractor Evaluation System, Red/Yellow/Green (RYG) program. RYG is authorized by the Assistant Secretary of the Navy (Research, Development and Acquisition) for the acquisition of commodities used to build and maintain the Fleet materials, parts and components of ships, planes and weapons systems. (B) the Government reserves the right to award to the contractor whose offer represents the best overall purchase value to the Government. As such, the basis for contract award will include an evaluation of proposed contractor's quality performance history. The price to be considered in determining best value will be the evaluated price after Technical Evaluation Adjustments (TEA) or related quality assurance actions, as applicable, are applied to the offered price. (C) The procedures described in the clause of this solicitation entitled "ADDITIONAL EVALUATION FACTORS CONTRACTOR EVALUATION SYSTEM, RED/YELLOW/GREEN PROGRAM (MAY 1992)" will be used by the Contracting officer to assist in determining the best purchase value for the government price, past quality performance, and other factors considered.
