Standards and Technology intends to negotiate with the MTS Systems
Corporation, Nano Instruments Innovation Center on a sole source basis
for a Nano Indenter System consisting of the following components:
CLIN 0001, Nano Indenter XP; CLIN 0002, CSM Option; CLIN 0003, High
Load System -- XP, CLIN 0004, High Performance Tables -- XP; CLIN 0005,
User-Defined Experimental Design Software. Description of minimum
specifications and features required by NIST are as follows: (1) Type
or class of equipment: mechanical properties microprobe (instrumented
indentation system). (2) Maximum load capability: 5 N or greater. (3)
Load resolution: 100 nN or better (lower). (4) Displacement resolution:
0.05 nm or better (lower). (5) Indentation positioning accuracy
(lateral resolution in indentation placement): 1.0 micrometer or
better. (6) Full user control of individual indentation sequences. (7)
Full, automatic computer control of multiple indentations on multiple
specimens in one experimental run. (8) Microscope/video system for
locating indentation positions. (9) Capability to monitor contact
stiffness continuously, typically by using a small oscillation of the
applied force. (10) Capability to use Berkovich, cube corner, and
spherical diamond indenter tips. (11) Capability to perform scratch
testing by moving specimen laterally while varying applied load.
Software shall be Year 2000 compliant in accordance with FAR 39.106.
On-site installation and calibration shall be included in the price.
Delivery costs and insurance shall be included in the costs. Delivery
of all items shall be within three (3) months of the award date. FAR

authorized by Federal Acquisition Regulation (FAR) Part 13- Simplified
Acquisition Procedures and FAR Subpart 13.5-Test Program for Certain
Commercial Items. The solicitation document and incorporated provisions
are those in effect through Federal Acquisition Circular 97-10. FAR
52.212-1 Instructions to Offerors -- Commercial Items is applicable to
this solicitation. The clause at FAR 52.212-4, Contract Terms and
Conditions -- Commercial items, applies to this acquisition. Also the
clause at 52.212-5, Contract Terms & Conditions required to implement
Statutes or Executive Orders -- Commercial Items, applies to this
acquisition, including paragraph (b), subparagraphs (1) 52.203-6, (3)
52.219-8, (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37,
(10) 52.225-3, and (15) 52.225-21, Alt.I. The Government anticipates
the award of a firm-fixed priced purchase order. The proposed
requirement is for supplies or services for which the Government
intends to solicit and negotiate with only one source under authority
of FAR 13.501 (a), Only one responsible source and no other supplies or
services will satisfy agency requirements. Interested persons may
identify their interest and capability to respond to the requirement or
submit quotations. This notice of intent is not a request for
competitive quotations. However, all quotations received within the
response date identified will be considered by the government. A
Request for Quotation (RFQ) package is not available. This action is
unrestricted. The Standard Industrial Code (SIC) code is 3829.
