synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. Solicitation 671-05-99 is issued as a
request for quotations (RFQ). This solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquistion Circular 97-11. This action is unrestricted. Standard
Industrial Classification Code 5047 applies. This equipment meets the
criteria for a commercial item as defined in FAR Part 2, and simplified
acquisition procedures will be used for this procurement action. The
South Texas Veterans Health Care System, (STVHCS) has a requirement for
the following item: One each Gel/Blot Analyzer manufactured by
Molecular Dynamics model 860 or equal. This system must utilize a high
speed scan head with mounted laser sources. The system utilizes Enzyme
Catalyzed Luminescnce (ECL) Plus kits without the use of screens.
Enzyme Catalyzed Flourescent Kits which can use both DDAO phosphate
(which requires the red laser) and Attophos (which requires the blue
laser) substrates must be allowed for use in the system. The system
must provide direct fluorescent imaging from a blue-green LED laser
source (450nm). This will allow direct imaging and quantitiation of DNA
in agarose and acrylamide gels, protein gels, and quantitation of both
DNA and protein in solution in microtitier plate formats. System must
provide direct imaging and quantitation wiht a red laser diode source
(635nm), for exciting all red spectrum chemiflourescent and red
flourescent dyes. Current direct red fluorescent detection techniques
include Western blots, phytochrome assays, neutral lipids and
phospholipase assays dirct from TLC plates, and gel detection and
imaging of PCR assays. The system must provide multiple imaging
resolution options of: 50 micron, high resolution, 100 micron, enhanced
resolution, and 200 micron standard resolution scans. All necessary
imager components such as lasers should reside in the instrument. The
system must utilized the Windows NT Operating System and provide option
for Windows versions of the image analysis software component. Prices
should be FOB Destination. The Federal Acquisition Regulation (FAR)
provision at 52.212-1, Instructions to Offerors-Commercial, applies to
this acquisition and is incorporated by reference herein. The FAR
provision at 52.212.2, Evaluation-Commercial Items, applies to this
acquisition and is incorporated by reference herein. Offers will be
evaluated on past performance and lowest overall price to the
government. Offeror's must complete the provision at 52.212-3, Offeror
Representations Certifications-Commercial Items, with its offer.
Veterans Administration Acquisition provision 852.219-70,
Veterans-Owned Small Business applies, is included as an addenda to
52.212-3, and applies to this acquisition. Copies of this provision may

be accepted. Offeror's are encouraged to submit alternate items which
meet the specification requirements. The clause 52.212-4, Contract

apply, are incorporated by reference, Veterans Adminstration
Acquisition Regulation, (VAAR) clauses, 852.211-70, Requirements for
operating and maintenance manuals, 852.211-71, Guarantee clause,
852.211-77, Brand name or equal, and 852.270-4, Commercial Advertising
apply this acquisition and are incorporated by reference herein. The
clause 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items, applies to this
