This is a notice of intent to negotiate with Sparta, Inc, 23041 Ave Dela Carlota, Ste 325, Laguna Hills,CA on an other than full and open competitive basis to purchase system software to support the TMATS program. These upgrades will further enhance our ability to increase efficiencies in our workload and save significant manhours and cost. The enhancements will allow us to import 1553 bus data from certain supply catalogs, to improve the format and appearance of the calibration reports, to import and merge calibration data from multiple workstations, and to incorporate suggestions made by our engineers for improvements. This software must be compatible with our existing software. The government intents to negotiate on a sole source basis with Sparta Inc who is th only known source that has compatible software for this system.
