The Air Mobility Command (AMC) Contracting Flight anticipates issuance of a solicitation on or about 6 July 1999 for Drop Zone (DZ) and Landing Zone (LZ) Control activities at Pope Air Force Base (AFB)/Fort Bragg Range Complex, North Carolina with an option for these same activities at Little Rock AFB, Arkansas. The following tasks are associated with Drop Zone Operations: Ability to accurately measure wind speed and direction and transmit to AMC aircraft on UHF and VHF aircraft frequencies. Correctly mark DZs for day or night operations in accordance with AFI 13-217. Insure safety of DZ operations for aircraft dropping Heavy Equipment, Container Delivery Systems, (CDS) and Standard Airdrop Training Bundles (SATBs). Recovery of SATBs. Reporting drop scores to applicable Command and Control (C2) agencies. Ability to use pyrotechnics to designate radio silent drop operations such as flares and smoke generators. Report Safety Hazards such as Off DZ drops, damage to government equipment, or damage to private property to appropriate C2 agencies. Ability to periodically survey local DZs/LZs used for unilateral training to report accurate dimensions, obstacles, and potential safety hazards which may affect DZ/LZ operations. For LZ Operations: Ability to accurately measure wind speed and direction and transmit to AMC aircraft on UHF and VHF aircraft frequencies. Correctly mark LZs for day or night operations in accordance with AFI 13-217. Insure safety of LZ operations for day or night landings on assault zones in accordance with AFI 13-217. Provide former 7-level Combat Controllers. Report Safety Hazards, damage to government equipment, or damage to private property to appropriate agencies. Determine suitability of LZ in accordance with AFI 13-217. For performance at Pope AFB, the resultant contract will for a one-year period of performance with a one year priced option. For performance at Little Rock AFB the contract will contain two one year priced options. Performance must begin at Pope AFB no later than 15 September 1999. This acquisition is subject to the Service Contract Act. Wage determinations have been requested for Fayetteville, North Carolina and Little Rock, Arkansas. The Standard Industrial Classification (SIC) code for this acquisition is 4581 with the Small Business size standard at $5.0M.
