B -- PLANNING STUDY FOR THE 2002 SURVEY OF PUBLIC PARTICIPATION IN THE ARTS SOL RFQ 99-04 DUE 080299 POC William I. Hummel, Contract Specialist, 202/682-5482 This Planning Study will be conducted in two parts: Phase I will examine content issues associated with the 2002 Survey of Public Participation in The Arts; Phase II will cover examination of options with regard to ways to minimize the cost of the 2002 Survey while not compromising the data quality. The resultant contract will be a purchase order(s), awarded under the simplified acquisition procedures of Part 13 of the FAR. Contractors should have prior knowledge or experience with arts related research and survey instrument testing and design. A single purchase order may be awarded for both Phase I and Phase II, or two separate purchase orders to different contractors may be awarded, one purchase order for Phase I and one for Phase II. Contractors may submit proposals for one or for both Phases. Release date for RFQ 99-04 is anticipated to be July 12, 1999, with proposals due three weeks after release. Requests for the Solicitation should reference RFQ 99-04 and include two (2) self-addressed labels. Verbal requests for the Solicitation will not be honored. See numbered Note 1.
