Commerce, National Oceanic and Atmospheric Administration, Atmospheric
Turbulence and Diffusion Division (ATDD) intends to solicit and
negotiate on a sole source basis with Kipp and Zonen (Division of
SCI-TEC Instruments) for the acquisition of Automatic Solar Tracker
Model 2AP-GD (Gear Drive). Solar trackers are needed for long-term,
uninterrupted surface radiation budget monitoring for climate research
needs. These devices must be robust, self-correcting, durable,
remotely accessible, and require minimum maintenance. All components
for automatic tracker operation, including the controlling computer,
communications board, and stepper motor drivers, should be internal to
the climate controlled body of solar tracker. All electronics and
programs must be year 2000 compliant regarding the date, time, and
ephemeris, so that continuous monitoring may carry on unhindered well
into the next century. These features are essential for reliable,
cost-effective, long-term remote field operation and quality assurance.
Statutory Authority: 41 USC 253(c)(1). Kipp & Zonen is uniquely
qualified to provide Automatic Solar Tracker Model 2AP-GD (Gear Drive)
to ATDD. Under the authority of FAR 6.302-1, the Government intends to
solicit and negotiate with only one source. Interested persons may
identify their capability to respond to the requirement within fifteen
(15) days after date of publication of this synopsis. Evidence of
ability to perform may be faxed to (757) 441-3786. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. This is a simplified
