C -- DESIGN SEAWATER INTAKE SYSTEM, NATIONAL MARINE FISHERIES SERVICE LABORATORY, SANTA CRUZ, CA SOL 52ABNA000002 DUE 072099 POC POC: Paul Spizzirri, (206) 526-6494, for copy of solicitation call (206) 526-6425 Architect-Engineer Services for the preparation of design and construction documents as well as possibly providing construction administrative services for the construction of a seawater intake system to be located at the University of California, Santa Cruz (UCSC) Long Marine Laboratory (LML) in Santa Cruz, California. The seawater intake system would consist of a vertical caisson thru the roof of an existing sea cave, seawater intake lines into a tidal pool, pumping capacity, filtration, and additional storage capacity. The new seawater intake system would be configured to operate independently or together with the existing LML seawater intake system to provide needed redundancy and added capacity to a network of facilities including the NMFS Santa Cruz Laboratory which is currently under construction. The estimated cost of construction is between $500,000 and $1,000,000. The scope of work to be contracted would include typical architectural and engineering services including geotechnical services, coastal permitting, design and construction document preparation, and construction administration. To be considered under this announcement, firms must meet and show conformance to the following minimum requirements: 1) Services shall be provided under the direction of an Architect or Engineer currently licensed in the State of California. All plans, specifications, drawings or reports submitted under this contract will require the personal seal of the Architect or Engineer. 2) Demonstrate the capability to design projects in both English and Metric. 3) Demonstrate the ability to comply with the following requirements: Drawings shall be created and submitted in native AutoCAD release 14 format. Drawings created in other CAD programs and then translated into AutoCAD are not acceptable. Specifications, reports, databases, and similar items shall be submitted in native Corel WordPerfect format. The firm shall update software versions at their own expense at the request of the Government. SELECTION CRITERIA will be based on the following qualifications listed in descending order of importance. 1) Specialized experience and technical competence in seawater intake systems in a coastal environment; 2) Professional qualifications necessary for satisfactory performance of required services including construction administrative services; 3) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; 4) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; 5) Capacity to accomplish the work in the required time. Pertinent statements relative to the evaluation factors shall be included in Part 10 of SF 255. Firms wishing to be considered must submit completed SF-254(s) and SF-255(s) and other pertinent information as required above. All submittals must include original plus four (4) copies. Brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement will not be considered. Submission shall be limited to no more than 100 single sided pages (50 double sided). The proposed contract is 100% set aside for small business concerns. The SIC code for this procurement is 8711/8712 and the size standard is $4.0 million. Submittals must be received at the above address on or before July 20, 1999 at 2:30 P.M. PDT.
