THROUGHOUT SMITHSONIAN TROPICAL RESEARCH INSTITUTE FACILITIES IN THE

287-3238 Design -- Indefinite Delivery/Indefinite Quantity contract for
Architect-Engineer Services to design and/or provide programming and
planning services for the Smithsonian Tropical Research Institute
(STRI) in Panama. Required services include, but are not limited to
site investigations, cost estimation, and design and preparation of
contract documents for architectural, structural, mechanical,
electrical, telecommunications, fire protection, security systems,
asbestos abatement, etc.; or facilities programming, master plan
development, site investigation and analysis, traffic circulation
studies, cost estimation, etc.; for a variety of projects at STRI
facilities throughout Panama. The Smithsonian Institution may award up
to a maximum of four contracts. Full service multi-discipline
architect-engineer responses from a single firm or prime/subcontractor
relationship are preferred. In order to be considered qualified, firms
must have bilingual capabilities (English/Spanish), knowledge of the
area (Republic of Panama), physical presence in the Republic, must also
be capable of legally signing the design documents as required by
Panamanian law, and possess knowledge of the local construction
standards and materials, regulations, practices, laws and permit
requirements. Knowledge of US Government Standards and regulations is
also a requirement. Each contract will be for a period of one year with
four one year options, and will provide for a maximum design effort of
$1,000,000 per year with individual work orders not to exceed
$250,000. Categories of evaluation and associated weight factors to be
applied in the election process are as follows: 1) proposed project
team members' professional qualifications (20 points); 2) Specialized
experience, design excellence and technical competence of the firm and
major subcontractor s and consultants (20 points); 3) Capacity of the
project team to accomplish the work within specific time constraints,
based on submittal of individuals current and projected work loads (20
points); 4) past performance on contracts in terms of cost control,
quality of work, and compliance with performance schedules (20 points);
and 5) Location in the general geographic area of Panama City and
knowledge of the locality of the projects in the Republic of Panama (20
points). Interested, qualified firms are invited to submit complete
Standard Forms 254 and 255 (in English) and other appropriate data to
the Office of Physical Plant, Smithsonian Institution, 955 L'Enfant
Plaza, SW, Suite 3230, Washington, DC, 20024, Attention: Mr. Tony
Figueiras, no later than 3:00 p.m. on the 30th calendar day after
publication of this notice. Preface submission with an attached
original and a loose copy of a brief cover letter on company
letterhead. The Smithsonian will dispose of submitted material 60 days
