R -- PHASE II DEVELOPING FAGILITY MODELS OF CONCRETE GRAVITY DAMS SOL DACW31-99-T-0130 DUE 070299 POC Gloria Frost 410-962-3534 This is a proposed award to only one responsible source under the requirements of FAR 6.302-1. The Baltimore District, US Army Corps of Engineers, intends to award a sole source contract in an amount not to exceed $100,000 to Dr. Bruce Ellingwood, PhD, Professor of Civil Engineering, Johns Hopkins University, Baltimore, MD to further refine Phase I work in developing fragility models of concrete gravity dams with respect to extreme hydrologic events completed by Dr. Ellingwood. The work for Phase II will include finalizing performance functions for use in fragility assessment of gravity dams, developing a monolith fragility using an advanced two-dimensional finite element model, evaluating the use of discrete element modeling as an alternate method for assessing performance of dam-foundation systems, determining the contribution of various sources of uncertainty to dam fragility, and identify further dam needs, and demonstrating how fragility tools can be used to manage uncertainty and compute risk metrics for decision analysis.
