Diplomatic Pouch and Mail Division (A/LM/PMP/DPM) has a requirement to
provide Department of State with mail and Messenger Services (MMS).
This requirement is set aside to the Small Business Administration
Competitive 8(a) Program. It consists of pick-up and delivery of mail
and packages, newpapers, magazines, classified and unclassified
materials, from and to points within the Department of State's main
building (Main State) at 2201 C Street N.W., Washington D.C. and its 32
State annexes (SAs) and other Government Agencies in the Washington
Metropolitan area. Pickup and delivery shall be from or to a room or
person within a given address or building unless some other point, such
as a mail room or loading dock, is designated. No single item conveyed
under this contract shall weigh more than 70 pounds (31.7 kilograms);
and no more than a total of 400 pounds (181.4 kilograms) shall be
conveyed from a single pickup point on a single trip. (Exception --

runs to and from Classified Pouch and Mail Facility). The contractor
shall provide qualified personnel, necessary vehicles, 2-way radios or
comparable communications devices, office furnishings, supplies and
other materials and services. It is estimated that approximately
5,000,000 items of mail will be processed annually. This total consists
of flats, boxes and letters. Items processed consist of #2 Postal
Service bags, boxes and pieces of U.S. Mail. The purpose of MMS is to
deliver the mail, timely and accurately. It is contemplated that the
contract will consist of a base year and four option years. The

secured Services to subscribe to the list server to receive e-mails
